Marla L. Blagg is the Executive Director of Safety and Security at Tri-County Metropolitan Transportation District of Oregon. TriMet provides bus, light rail and commuter rail transit services in the 3-county metropolitan region of Portland, Oregon. Marla leads the safety, security, environmental health, and emergency management programs. Her most recent accomplishments include: • Developing, re-branding, and expanding TriMet’s fare and code compliance program • Creating an unarmed security and familiarization training program for new and existing contract employees • Restructuring an established police department to include developing and implementing new and innovative programs to re-imagine public safety Marla came to Tri-Met from the Bay Area Rapid Transit (BART) where she was the emergency manager for BART. She has proven leadership and management skills, identifying, and addressing needs for the benefit of public safety. Marla is a seasoned emergency manager and responder where she created and directed emergency management, operations, and training programs across law enforcement, fire, public health, and transit for nearly 20 years in Alameda County, California. Over the past 15 years, Marla has built and established dedicated emergency operations center. She saw the benefit of strategic planning and coordination of safety, security and operations efforts during high-level security events, including major operational incidents and natural disasters. Marla is a member of APTA’s Security Emergency Management Task Force Committee and for the past eight years has served as an adjunct professor for the Infrastructure Training & Safety Institute at Texas A&M University’s Texas Engineering Extension Service (TEEX). She provides real-world training to first responders and public service professionals on disaster management.
